Russia and China veto U.N. resolution on Syria killings for second time

Russia and China on Saturday vetoed a U.N. Security Council resolution condemning the Syrian government's deadly crackdown on protests for the second time.

Thirteen countries voted for the resolution proposed by European and Arab nations to give strong backing to the Arab League’s plan to end the crackdown. But Russia and China made a repeat of their rare double veto carried out on Oct. 5.

The vote took place as Syrian forces pummeled the city of Homs with mortar and artillery fire that activists say killed more than 200 people in one of the bloodiest episodes of the uprising against Assad's regime. The U.N. says more than 5,400 people have been killed over almost 11 months in a Syrian government crackdown on civilian protests.

Russia on Saturday had said that the Western-backed text of a U.N. Security Council resolution on the violence in Syria did not suit Moscow at all and had warned of a "scandal" if that draft was brought to a vote.

"If they (the West) want yet another scandal on the Security Council for themselves then we cannot stop them" putting it to a vote, Foreign Minister Sergei Lavrov told Russian television amid reports a vote would take place later Saturday. "The draft does not suit us at all and I hope that it is not put to a vote."

Russia and Western states clashed over the draft U.N. Security Council resolution that would support an Arab League plan calling for Assad to cede power.

Arab and Western countries earlier rejected a draft amended by Russia.

The draft dropped calls to condemn "arbitrary executions, killing and persecution of protestors and members of the media, arbitrary detention, enforced disappearances, interference with access to medical treatment, torture, sexual violence, and ill-treatment, including against children."

It also conditioned the pull out of all Syrian military and armed forces from cities and towns with "the end of attacks by armed groups against state institutions and cities and towns."

Another amendment stresses the need for "all armed groups not to obstruct the mission’s work, and calls upon all."

A major Russian amendment urged U.N. member states to use their influence to prevent continued violence by armed groups.

Al Arabiya correspondent from the United Nations reported that Arab and Western states rejected the Russian amendments.

"They [Russians] attempted all through the draft to equate between the victim and the aggressor, which is unacceptable to the Arabs and the Europeans alike," Talal Alhaj said.

"My sources are assuring me that these amendments have been refused by the Europeans and Arabs alike. This refusal will of course and most likely lead to a Russian veto, double veto with China."

Russia warns of 'scandal’

Lavrov, meanwhile, will visit to Syria on Tuesday to meet President Bashar al-Assad, Russian news agencies quoted Lavrov as saying in Munich on Saturday.

"On the order of the Russian president, myself and Mikhail Fradkov will visit Damascus on February 7 for a meeting with Bashar al-Assad," Russian news agencies quoted Lavrov as saying on the sidelines of the Munich Security Conference Saturday.

Lavrov, who said President Dmitry Medvedev had instructed him and Fradkov to make the trip, gave no details about its specific purpose, the reports said.
