October 16, 2014 - Summary: Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (02– 15 October2014). Shooting: During the reporting period, 2 Palestinian civilians died of wounds they sustained during the Israeli offensive on the Gaza Strip and a worker collecting metal pieces and stones in the northern Gaza Strip was wounded. Israeli forces continue systematic attacks against Palestinian civilians and property in the occupied Palestinian territory (oPt)

October 16, 2014

2 Palestinian civilians died of wounds they sustained during the Israeli offensive on the Gaza Strip.

 

Israeli forces continued to open fire at border areas in the Gaza Strip.

A worker collecting metal pieces and stones was wounded in the northern Gaza Strip.

 

7 Palestinian civilians, including 2 children and a woman, were wounded in different shooting incidents in the West Bank.

3 children were wounded while mishandling a sound bomb of the Israeli weapons' remnants.

 

Israeli forces continued to use force against peaceful protests in the West Bank.

A child and a photographer of the Popular Committee against the Annexation Wall and Settlement Activities were wounded in al-Nabi Saleh village.

 

Israeli forces conducted 55 incursions into Palestinian communities in the West Bank.

51 Palestinian civilians, including 6 children, were arrested in the West Bank.

13 of those civilians, including 3 children, were arrested in occupied Jerusalem.

 

Israel has continued to impose a total closure on the oPt and has isolated the Gaza Strip from the outside world.

Israeli forces established dozens of checkpoints in the West Bank.

At least 5 Palestinian civilians, including a child, were arrested at military checkpoints in the West Bank.

A Palestinian civilian was arrested at Beit Hanoun (Erez) crossing, north of the Gaza Strip.

 

Israeli navy forces continued to target Palestinian fishermen in the Gaza Strip sea.

Israeli navy forces opened fire at Palestinian fishing boats 5 times in the northern and southern Gaza Strip.

 

Israeli forces continued to support settlement activities in the West Bank and Israeli settlers continued to attack Palestinian civilians and property.

124 olive trees were cut-off and burnt in the northern West Bank.

Israeli settlers set fire to Abu Baker al-Seddiq Mosque in Aqraba village, southeast of Nablus.

 

 

Summary

 

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (02– 15 October2014).

 

Shooting:

 

 

During the reporting period, 2 Palestinian civilians died of wounds they sustained during the Israeli offensive on the Gaza Strip and a worker collecting metal pieces and stones in the northern Gaza Strip was wounded.  In the West Bank, 12 Palestinian civilians were wounded , including 6 and a woman who was wounded in East Jerusalem.

 

In the Gaza Strip, on 10 October 2014, medical sources at Shifa Hospital pronounced Arafat Tafesh (30) dead due to wounds he sustained on 30 July 2014 during the Israeli offensive.

 

On 11 October 2014, medical sources at the European Hospital in Khan Yunis pronounced Jamal Abu Lebdah (50) dead of wounds he sustained on 03 August 2014 during the Israeli offensive on the Gaza Strip.

 

On the same day, a worker collecting metal pieces and stones was wounded when Israeli forces stationed along the border in the northern Gaza Strip opened fire at a group of workers near the border.

 

In the context of targeting fishermen, on 10 October 2014, Israeli gunboats opened fire thrice at Palestinian fishing boats sailing off al-Waha resort in the northern Gaza Strip, and off Rafah shore in the southern Gaza Strip.

 

On 11 and 13 October, Israeli gunboats opened fire at fishing boats off al-Waha resort and off Rafah shore respectively. However, neither casualties nor material damage were reported.

 

In the West Bank, 4 Palestinian civilians, including 2 children, were wounded in Nablus when Israeli forces moved into the city and its refugee camps to secure settlers who went to Joseph Tomb area to perform religious rituals.

 

On 14 October 2014, a civilian sustained a bullet wound to the face in al-Fare'ah refugee camp, south of Tubas, while a pregnant woman sustained injured in the chest as a window was broken due to the explosion of sound bomb around her house.

 

On the same day, 3 children from Beit Za'tah area in the east of Beit Ommar village, north of Hebron, sustained moderate wounds to their hands due to the explosion of a sound bomb of the Israeli weapons' remnants around their houses.

 

On 15 October 2014, a Palestinian woman was wounded when Israeli forces moved into various areas in East Jerusalem's Old City after worshipers had went out of the al-Aqsa mosque in which they gathered to prevent settlers from raiding the mosque on the last day of the Jewish Sukkot holiday. Israeli forces fired sound bombs and rubber-coated metal bullets at the worshipers, due to which, a 22-year old woman sustained a bullet wound to the back and her 17-year-old brother sustained a fracture to the leg.

 

Israeli forces used excessive force against peaceful protests organized by Palestinian civilians, international and Israeli human rights defenders in protest at the construction of the annexation wall and settlement activities in the West Bank. As a result, a 15-year-old male was hit by a sound bomb to the face and a 48-year-old male sustained burns to the face as Israeli forces sprayed pepper spray on his face during al-Nabi Saleh weekly protest. It should be noted that he is the photographer of the Popular Committee against the Annexation Wall and Settlement Activities in the said village.

 

Incursions:

 

During the reporting period, Israeli forces conducted at least 55 military incursions into Palestinian communities in the West Bank. During these incursions, Israeli forces arrested at least 51 Palestinians, including 6 children and a woman.  Thirteen of these civilians, including 3 children, were arrested in Jerusalem.

 

On 14 October 2014, Israeli forces moved into al-Fare'ah refugee camp, south of Tubas. They raided a number of houses and searched them using sniffer dogs. They detained residents of these houses for hours and fired a sound bomb at a house belonging to the heirs of Ibrahim Abu Shqair, due to which, fire was set to the house, but residents of the area extinguished it with water.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 7 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.7 million people.  The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on the Gaza Strip’s exports.

 

 

Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border crossings as traps to arrest Palestinian civilians under the pretext they are wanted, Israeli forces arrested 5 Palestinian civilians, including a child, at military checkpoints in the West Bank, and a 6th one at Erez crossing in the Gaza Strip.


Settlement activities

 

Israel has continued its settlement activities in the oPt, in a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

 

On 02 October 2014, Israeli moved into Kherbat Safi., east of Yatta, south of Hebron. They handed Isamil Bader Awad Makhamera a notice to demolish his house under the pretext of not having a construction permit.

 

On 09 October 2014, Israeli bulldozers guarded by Israeli forces moved into an agricultural land near al-Kahder village and Nahlin village borders. They bulldozed 3 dunums in Sirb al-Teen area near "Danial" settlement and placed a sign that says that a public park for settlers will be established instead. 

 

On 10 October 2014, Israeli forces moved into Kherbat Om Sarara in al-Musafer complex, east of Yatta, south of Hebron. They stationed at its center and handed Ibrahim Ali Awad a notice to stop construction in a residential tent with an area of 30 square meters and a barn made of stones and plastic with an area of 40 square meters under the pretext of not having a construction permit.

 

Attacks by Israeli Settlers

 

On 09 October 2014, Israeli settlers form "Givat Runim" settlement which is established on the lands of Burin village, south of Nablus, moved into a land belonging to Ahmed Abdel Fattah Khalifa in al-Thaniya gate area. They chopped down 15 olive trees and picked the olives of 104 square meters of land in which 400 olive trees are grown.

 

On 07 October 2014, Israeli settlers of "Givat Runim" settlement attacked Mahmoud Raja Mahmoud Eid (47) near al-Thaniya gate when he was picking olives. They threw stones at him over 15 minutes and he sustained wounds to his chest and legs.

 

On 10 October 2014, Israeli settlers from "Taffouh settlement" attacked the lands of Yasouf village, east of Salfit. They set olive trees on fire using tiers and plastic. They also destroyed 6 other trees in revenge. The Palestinians put the fire out and prevented it from spreading.

 

On the same day, Israeli settlers from "Taffouh" settlement burnt and chopped down olive trees in al-Masamek area which belong to brothers Isam and Nafez Ali Abdullah Mansour. 3 trees were destroyed and the owners of the lands could not reach their property due to repeated attacks against them.

 

On the same day, Israeli settlers of "Ariel" settlement set fire on the eastern mountain of Marda village, north of Salfit. As a result, 100 trees were burnt while the owner of the land was picking olives with a group of French solidarity groups.

 

On 11 October 2014, Israeli settlers attacked Alaa Fathi Naim 'Ataine (30), from Yasouf village, when she was picking olives with her husband. As a result, she sustained bruises. The settlers had attacked them with iron bars and sticks.

 

On the same day evening, a group of settlers from "Beit 'Itid", which is established on confiscated lands form al-Asfir village, southeast of Yatta, south of Hebron, attacked two children, Saqer Abu Qbeita (17) and his brother Osama (8), with sticks and sharp tools. It should be noted that al-Asfir area lies behind the annexation wall and its residents moved across  using special permits.

 

On 14 October 2014, Israeli settlers set fire to Abu Baker al-Siddiq Mosque in 'Aqraba village, southeast of Nablus. It should be noted that the mosque is located in Ras Karkas quarter in the southern side of 'Aqraba village, which is less than 400 meters from Trans-Samaria road. The settlers wrote a slogan in Hebrew on walls of the mosque and signed it 'Price Tag in Taffoah settlement'. The slogan further says that this attack was in revenge for Kahana, a settler from the aforementioned settlement, who was killed several years ago by a Palestinian from 'Aqraba on the same date.

 

On 14 October 2014, Israeli forces backed by several military vehicles moved into al-Karmel village, east of Yatta, south of Hebron. They deployed along the village entrances and neighborhoods. They established checkpoints to clear the way for settlers who were to preform religious rituals at an archeological site till the evening hours. No arrests were reported.

Thursday, 02 October 2014

 

At approximately 16:00, Israeli forces moved into Kherbet Safa area, west of Beit Ommar village north of Hebron. They raided and searched a number of houses and took photos of them. They also filled a form for each house they searched with the number of rooms and belongings inside. Israeli soldiers distributed a notice that included threats against Palestinians in case settlers residing in the nearby settlements were attacked. They withdrew later, and no arrests were reported.

 

Sunday, 05 October2014


· At approximately 02:00, Israeli forces moved into Bani Na'im village, east of Hebron. They raided and searched a house belonging to the family of Sohaib Abdul Hamid Abu Jarour (21). They arrested the aforementioned person and took him to an unknown destination.

 

Note: during the abovementioned day, Israeli forces moved into al-Fawar refugee camp, south of Hebron, but no arrests were reported

 

Wednesday, 08 October 2014


At approximately 02:00, Israeli forces moved into Nablus and Ein Beit al-Ma' refugee camp, northwest of the city. They raided and searched 2 houses belonging to the family of Ahmed al-Hajj Ali (76), member of the Palestinian Legislative Council (PLC) from the Change and Reform Bloc, in al-Sekka Street and al-Zahra' neighbourhood. Israeli forces has been looking for al-Hajj Ali since the kidnapping of the 3 settlers in June 2014, and this was the 6th time Israeli forces raided his house. Israeli forces withdrew later, and no arrests were reported.

 

Thursday, 09 October 2014

 

At approximately 02:30, Israeli forces moved into al-Dhaheriya village, south of Hebron. They raided and searched 2 houses from which they arrested Khaldoun al-Tull (25) and Ibrahim al-Hawareen (27).

 

Note: during the abovementioned day, Israeli forces carried out 3 incursions into the following areas, but no arrests were reported: al-Tabaqa area, south of Doura, southwest of Hebron; al-Aroub refugee camp, north of the city; and Beit Luqia village, southwest of Ramallah.

 

Friday, 10 October 2014


At approximately 06:00, Israeli gunboats stationed off al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened fire at Palestinian fishing boats sailing within 2 nautical miles off the shore. Israeli navy forces chased the boats and fired flare bobms overhead. They opened fire at the fishing boat for about an hour, but neither casualties nor material damage were reported.

 

At approximately 08:00, medical sources at Shifa Hospital in Gaza City pronounced 30-year-old Arafat Sohail Saber Tafesh, from al-Zaitoun neighbourhood, dead because of wounds he sustained in the attack against al-Shuja'iya market on 30 July 2014 during the Israeli offensive on the Gaza Strip. The attack resulted in killing 30 persons then. It should be noted that Tafesh was transferred to al-Maqased Hospital in Jerusalem for the seriousness of his wound.

 

At approximately 15:30, Israeli forces moved into Mothallath al-Aqaba area, south of doura, southwest of Hebron. A number of boys gathered and threw stones and empty bottles at Israeli soldiers who fired sound bombs and tear gas canisters in response. As a result, a number of civilians suffered tear gas inhalation. Israeli forces withdrew later, and neither house raids nor arrests were reported.

 

At approximately 16:00, Israeli forces stationed at the entrance of Beit Ommar village, north of Hebron, arrested Mohammed Sami Sabarnah (26), from his own restaurant. Israeli soldiers raided the restaurant, where a quarrel erupted between the aforementioned person and Israeli soldiers. They then arrested him an took him to an unknown destination.

 

At approximately 20:30, Israeli gunboats stationed off Rafah shore, fired a number of shells at fishing boats sailing within 2 nautical miles, but neither casualties nor material damage were reported.

 

At approximately 23:00, Israeli gunboats stationed off al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened fire at Palestinian fishing boats sailing within 6 nautical miles. They also fired flare bombs overhead and chased the fishing boats. The attack lasted for 30 minutes, but neither casualties nor material damage were reported.

 

Note: during the abovementioned day, Israeli forces carried out 4 incursions into the following areas, but no arrests were reported: al-Samou' village, south of Hebron; Birzait village, north of Ramallah; Kherbatha al-Mesbah village, southwest of the city; and al-Jiftlek village, north of Jericho.

 

Saturday, 11 October 2014

 

At approximately 02:00, Israeli forces moved into Nablus. They stationed around a house belonging to the family of Abdul Rahman Jehad al-Shakhsheer (24), southwest of the city. They raided and searched the house and arrested the aforementioned person.

 

Around the same time, Israeli forces moved into al-Dhaheriya village, south of Hebron. They raided and searched a house belonging to the family of Faisal Khalil Mahfouz. They handed him a summons for his brother Taleb (28) to refer to the Israeli intelligence service in "Gosh Etzion" settlement, south of Bethlehem.

 

At approximately 02:10, Israeli forces moved into Zawata village, northwest of Nablus. They stationed around a house belonging to the family of Mo'tasem Samir HamzaSaqf al-Hait (25) at the eastern entrance of the village. Israeli forces arrested the aforementioned person and his 5 brothers: Mo'ayed (34), Montaser (33), Saddam (24), Mohammed (23) and Ahmed (18).

 

At approximately 06:00, Israeli gunboats stationed off al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened fire at fishing boats sailing within 4 nautical miles. They chased the boats and fired at them for about 30 minutes, but neither casualties nor material damage were reported.

 

At approximately 10:30, Israeli forces stationed along the border, north of Beit Lahia in the northern Gaza Strip, opened fire at a group of workers collecting metal pieces and stones near the border. As a result, 24-year-old Anas Saber al-Atawanah, from al-Fahkoura area in Jabalia, sustained a bullet wound to the right leg. He was taken by a PRCS' ambulance to Kamal Odwan Hospital in Beit Lahia. His wound was described as moderate.

 

At approximately 11:30, medical sources at the European Gaza Hospital in Khan Yunis in the southern Gaza Strip pronounced 50-year-old Jamal Abdul Rahman Hamza Abu Lebdah dead of wounds he sustained earlier. The aforementioned person was wounded on 03 August 2014, when Israeli warplanes fired a missile at the UNRWA Rafah Preparatory School (A) that was used as a shelter for displaced families during the Israeli offensive. Abu Lebdah was wounded as he was passing by the school. The attack resulted in killing 10 civilians, including 6 children, and wounding 27 others. of whom a woman and a child died of their wounds later.

 

At approximately 16:30, Israeli forces moved into al-Muqefa area, near Kherbet al-Aqaba, south of Doura, southwet of Hebron. A number of boys gathered and threw stones and empty bottles at Israeli soldiers who fired sound bombs and tear gas canisters in response. As a result, a number of civilians suffered tear gas inhalation.  Neither casualties nor material damage were reported.

 

Around the same time, Israeli forces moved into Beitounya village, west of Ramallah. They patrolled the streets and arrested Deya' Mohammed Fayez Ali Badra (14). Badra was walking in the streets when he was arrested. He was taken to Ofer detention facility, but was released on bail of NIS 200 at approximately 17:00 on Tuesday, 14 October 2014.

 

Note: during the abovementioned day, Israeli forces carried out 3 incursions into the following areas, but no arrests were reported: al-Dyouk and al-Nwei'ma villages, north of Jericho; and Bani Na'im village, east of Hebron.

 

Sunday, 12 October 2014

 

At approximately 01:00, Israeli forces moved into Selwad village, northeast of Ramallah. They raided a house belonging to the family of No'man Saleh Hamed (18). They handed him a summons to refer to the Israeli intelligence service in Ofer detention facility, southwest of Ramallah. Israeli forces withdrew later and no arrests were reported.

 

Around the same time, Israeli forces moved into Bani Na'im village, east of Hebron. They raided and searched a house belonging to the family of Mahmoud Mousa Khalil D'eis (24). They arrested the aforementioned person and took him to an unknown destination.

 

At approximately 01:30, Israeli forces moved into Ni'lin village, west of Ramallah. They raided and searched a house belonging to the family of Mohammed Fahmi Ibrahim Srour (24). They arrested the aforementioned person and took him to an unknown destination.

 

Around the same time, Israeli forces moved into Yatta village, south of Hebron. They raided and searched a house belonging to the family of Abdullah Mostafa Makhamra (19).They arrested the aforementioned person and took him to an unknown destination.

 

At approximately 02:30, Israeli forces moved into a number of neighbourhoods in Hebron. They raided and searched 2 houses from which they arrested Wesam Ahmed Abu Madi (28) and Adnan Khalil Abu Madi (26).

 

Around the same time, Israeli forces moved into al-Fawwar refugee camp, south of Hebron. They raided and searched a house belonging to the family of Monther Mohammed Mahmoud Abu Warda (31). They arrested the aforementioned person and took him to an unknown destination.

 

At approximately 03:00, Israeli forces moved into Budrus village, west of Ramallah. They raided a house belonging to the family of Yusef Shafiq Mohammed Abdul Karim (35). They handed him a summons to refer to the Israeli intelligence service in Ofer detention facility, southwest of Ramallah. Israeli forces withdrew later and no arrests were reported.

 

At approximately 11:30, Israeli infantry units stationed in Hebron's Old city secured the settlers' passage and celebrations of the Jewish Sukkot holiday, as there was additional restrictions in the southern area of the city. Israeli soldiers raided al-Hajj Ziad Jaber School in the centre of the Old City and prevented teachers from getting out of the school. Once the students were going home, Israeli soldiers arrested 2 of them: Ref'at Mahmoud al-Dabouki (11); and Mohammed Nasser al-Ja'bari (11). They photographed the 2 boys and then released them. In the meantime, Israeli soldiers arrested Abdul Hakim Ibrahim al-Bouti (10) from the vicinity of his family house in the same area. They took him to Ja'bara police station, but released him after few hours and delivered him to the Palestinian liaison office.

 

Monday, 13 October 2014

 

At approximately 00:00, Israeli forces moved into Tulkarm. They patrolled the streets, where a number of boys gathered and threw stones at Israeli soldiers, who fired sound bombs and tear gas canisters in response. Israeli forces then moved into Tulkarm refugee camp and raided a house belonging to the family of Mohammed Basem Hamdan Qasem (26). They arrested the aforementioned person and took him to an unknown destination.

 

At approximately 01:00, Israeli forces moved into Deir Samet village, southwest of Doura, southwest of Hebron. They raided and searched a house belonging to the family of Mohammed Ahmed Mousa Masalma (28). Theyarrested the aforementioned person and took him to an unknown destination.

 

At approximately 01:30, Israeli forces moved into a number of neighbourhoods in the centre of Hebron. They raided and searched 2 houses from which they arrested Hamada Ibrahim Qawasma (30) and Khaled al-Zgheer (29).

 

Around the same time, Israeli forces moved into al-Aroub refugee camp, north of Hebron. They raided and searched a number of houses from which they arrested Wajdi Hussein al-Shareef (22), Mohammed Hassan al-Shareef (20) and Hassan Nidal al-Shareef (21).

 

At proximately 02:00, Israeli forces moved into Kufor Dan village, northwest of Jenin. They raided and searched a house belonging to the family of Mahmoud Mostafa Mohammed Abed (24). They arrested the aforementioned person and his brother Saleh (20).

 

At approximately 02:30, Israeli forces moved into Sa'ir village, east of Hebron. They raided and searched 2 houses from which they arrested Abdul Hamid Na'im Shalalda and Nadi Te'ma Shalalda.

 

At approximately 23:30, Israeli forces moved into Nablus and Balata refugee camp, east of the city, to secure the passage of settlers who entered the city to perform religious rituals in Joseph tomb area. Dozens of Palestinians gathered and threw stones at Israeli forces, who fired live ammunition in response. As a result, 2 Palestinians,including a child, sustained bullet wounds and 2 others were arrested. A 16-year-old male sustained 2 bullet wounds to the right leg and a 25-year-old male sustained a bullet wound to the right leg. The detainees were: Omran Atta Essa Mseimi (16) and Mohammed Ghassan Nasser Abu Haweila (24).

 

In the same context, a number of boys gathered in Askar Street and threw stones at Israeli soldiers, who opened fire in response. As a result, a 19-year-old male from Askar refugee camp sustained a minor bullet wound to the head.

 

Around the same time, a number of youngsters gathered in the centre of Nablus and threw stones at Israeli soldiers who fired live ammunition in response. As a result, a 15-year-old male from Nablus sustained a moderate bullet wound to the left thigh.

 

At approximately 23:45, Israeli gunboats stationed off Rafah shore fired shells at a fishing boat near the Palestinian-Egyptian borders. Neither casualties nor material damage were reported.

 

Note: during the abovementioned day, Israeli forces carried out 4 incursions into the following areas, but no arrests were reported:al-Shyoukh village, northeast of Hebron; Kufor Laqef and Azoun villages, east of Qalqilya; and Beit Luqia
